The celebration was established, by supreme resolution of October 18, 1944, to be celebrated on October 31 of each year, so that it coincided with the festivity of the Lord of Miracles (Señor de los Milagros). It was promulgated by former President Manuel Prado Ugarteche and the Minister of Education Pedro M. Oliveira. On that date, the first celebration, a raising of Peruvian flags was held throughout Lima and Callao and a mass in the Iglesia del Carmen in memory of the deceased Creole musicians. Later date would become especially known for being, coincidentally, the day of the death of the singer, Lucha Reyes.
It is a political recognition that emerged as a reaction to the indigenous movement of the time, the mariateguist preaching and the enormous migration of settlers from the Andes to the capital.
In this festivity, the Creole culture represented by its music is celebrated, performing dances, musical performances in the streets, squares of the traditional neighborhoods, Creole clubs, bars, Lima schools, and Creole food is usually prepared, or go to specialized restaurants in this gastronomy.
