According to the International Organization for Migration, a migrant is defined as "any person who moves, or has moved, across an international border or within a country, outside their usual place of residence regardless of: 1) their legal status; 2) the voluntary or involuntary nature of the movement; 3) the causes of the movement; or 4) the duration of their stay".
The increasingly critical situation of large migratory waves that are evident throughout the world, led UN Member States, on September 19, 2016, to assume The New York Declaration for Migrants and Refugees, which contains a series of commitments adopted by 193 States to address the issues of human mobility with a comprehensive approach, "strengthen and improve mechanisms for the protection of people on the move" and generate greater cooperation at the global level.
