It should be noted that China and the United States were aware of the atrocities perpetrated by the Khmer Rouge and still supported them, as they wanted to end Vietnam's intervention in Cambodia. By 1988, Vietnam withdrew its troops and the People's Republic of Kampuchea fell. In 1991, the United Nations Transitional Authority in Cambodia (UNTAC) was established and on October 23 of the same year in Paris, the four Cambodian factions together with representatives of the 18 UNTAC member states signed three peace commitments regarding Cambodia: the Agreement on a Comprehensive Political Settlement of the Cambodia Conflict; the Agreement on the Sovereignty, Independence, Territorial Integrity and Inviolability, Neutrality and National Unity of Cambodia; and the Declaration on the Rehabilitation and Reconstruction of Cambodia.
