The death penalty is a cruel, inhuman and degrading punishment contrary to the right to life. On the European and World Day against the Death Penalty, the European Union and the Council of Europe reaffirm their firm opposition to capital punishment at all times and in all circumstances.
All EU Member States have abolished the death penalty. They are bound by the European Convention on Human Rights (ECHR), particularly its Article 2, which states that 'Everyone's right to life shall be protected by law', and by its Protocols No 6 and No 13.
In 2019, for a second consecutive year, executions were carried out in only 20 countries around the world. This is a historic low, but it is nonetheless 20 countries too many.
Perpetrators of crimes must be held accountable and punished. However, the experience of abolitionist countries has shown that the death penalty does not deter violent crime nor contribute to a safer society. On the contrary, killing as a punishment perpetuates a cycle of senseless violence.
