Imposed by Decree No. 1574 of July 23, 1993 by the National Executive Power, this date is related to the sanctioning of the first protocol rules for the organization of Public Events at the time of the May Revolution. This norm was called "Institution for the Office and Ceremonial" (Institución para el Despacho y Ceremonial) and was drafted by Dr. Mariano Moreno for the First Government Junta on May 28, 1810.
In the history of Argentina various ways of participating and occupying a certain place in processions, in church, in social events, the permitted use of certain clothes and uniforms, the use of special chairs, cushions, badges, etc. occupied an important place. These rituals and ceremonies were a way of preserving social order and established for each person the place and privileges he held in society.
For all these reasons, the Cabildo dictated protocol measures and on May 28 published an Instruction on Certain Aspects of Ceremonial, signed by Mariano Moreno. At this time the first document of protocol in Argentine history was created.
