Citizenship Day in Northern Mariana Islands

Citizenship means to be a member of a nation or country, and to have full rights and responsibilities under the law. In the United States there are three ways to become a citizen: being born in the United States, having parents who are citizens of the United States, and going through a process called naturalization.
...Dear Mr. President and Mr. Speaker: This is to inform you that I have signed into law Senate Bill No. 5-98, entitled, "To declare November 4 of each year as a legal holiday to be known as Citizenship Day, in recognition of the fact that on that day in 1986 the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of mica goes into full force and effect and the people of the Northern Mariana Islands become citizens or nationals of the United States, thereby realizing the aspiration of nearly forty years for political self-determination, to repeal and reenact Section 311 of Title 1 of the Commonwealth Code, as amended, and for other purposes," which was passed by the Fifth Northern Marianas Commonwealth Legislature.
