The tall, white-haired, white-bearded figure is the national personification of government. In 1961, Congress recognized Samuel Wilson of Troy, New York, as the progenitor of this celebrated American symbol.

The official version states that his link to the government dates back to the War of 1812, when butcher Samuel Wilson of Troy supplied food to the U.S. Army. Samuel packaged the meat with the initials "US".

Many soldiers began calling him "Uncle Sam" and eventually the initials of his nickname (US) became associated with the U.S. government itself.
