On August 31, 2011 the Plenary Session of the Chamber of Deputies of Bolivia unanimously approved bill 521, which declared September 23 as National Afro-Bolivian Day, in memory of the day in 1851 when slavery was abolished in Bolivia, during the government of Manuel Isidoro Belzú.
The Secretary General of CAN noted that "the affirmation of national and social norms for Afro-Bolivian peoples implies the sum of efforts to promote policies, regulations and institutions to recognize their identity, contributions to development and their rights.
