And it was the General Archive of the Nation (AGN) who designated that date, because it was precisely on March 27, but in 1790, when Viceroy Juan Vicente de Güemes Pacheco de Padilla y Horcasitas, II Count of Revillagigedo, addressed a letter to the Ministry of Grace and Justice of Spain in which he stated the need for the creation of a General Archive for New Spain, in view of the poor state in which he had found the documentation of the various offices of the viceroyalty, where the archives prevailed, "extremely confused due to lack of expertise and disorder", buried and forgotten in the courts or offices, because they were treated as "useless without considering that many enclose and keep exquisite resolutions and providences, which make the veneration of the laws and of the legislators who have preceded them".
