When on May 3, 1791, the Four Years' Sejm (Parliament) called the Great, passed the Law on the Government of the Polish-Lithuanian Commonwealth, an act known as the Constitution of May 3, the Polish-Lithuanian state became the first country in Europe and the second in the world to pass a Constitution. It was a progressive and bold legal act at the time, which initiated a series of reforms. It was also the culmination of centuries-old ties between Poland and Lithuania.
